In this scenario, I would consider both vocabulary building AND encouraging social growth being equally important. An analogy would be climbing a flight of stairs: the first step is vocabulary acquisition, followed immediately by social encouragement on the second step.

ELLs need to feel confident and comfortable in order to learn a new language, so having both elements integrated will be necessary.
