Since the student reads and decodes at almost grade-level proficiency the problem may be the learning environment. The student just transitioned to another school so I would use the methods of using humor and emotion as well as recognizing achievement to make the student feel more welcomed. Using humor and emotion will help them relate the information to help higher engagement. While recognizing achievement will help them seen by their teacher for a job well done.
