I would rather build the student socially to gain better mastery over new vocabulary because I feel that comfort level and confidence help exponentially more in learning that we give it credit for.  Students have to feel safe in their learning environment for them to learn most effectively, and how better to provide them with that feeling of safety than by building them up socially.  If there are other ELL students in the classroom that speak the same language as my other student but have a stronger grasp of the English language, then I would want to encourage partnerships between those students to build that social aspect to lead to higher vocabulary acquisition.
