In this particular scenario, it can be inferred that this student may be struggling with either the entire task as a whole or simply may be struggling with smaller sub skills/parts of the assigned task.  While it appears that he has the capacity to read the information, he may not be able to comprehend the text or process the information to set up for the written response.  Since this is an exam, this student may be bound to the parameters of the exam (how is it take, what supports may be provided, etc).  This students obviously will not do well on this exam, if they cannot process/comprehend what is being asked.  There needs to be some scaffolding, sklil break down/practice, language exercises, peer to peer supports, reading comprehension activities that lead up to such an exam.

I agree. This student needs more scaffolding, peer to peer assistance and planned vocabulary usage.to comprehend the meaning of words.
