High Quality Language Instruction has changed because we know so much more about how people, whether ELL students or not, learn best.  

We know now that passive learning is not the way to teach for long term memory or competence.  We know that critical thinking, inquiry, collaborative learning (with the teacher collaborating with students), cooperative learning create a stimulating environment where all students can learn.  Everyone seeks to answer the question, "Why do I have to learn this?" and high quality language instruction helps students to answer that question.
