High quality language instruction presently seeks to treat students as whole, complex, individual human beings who are experiencing an inherently difficult situation. This means that both the language instruction has increased in quality and critical thinking (sheltered instruction) but it also considers the external and internal factors an ELL/ESOL student may be facing in the learning environment.
