This training would start with me modeling and then breaking out into groups with the staff taking turns implementing the strategies by role playing the part or the teacher and students.

Focus on:

Explicit, thematically based instruction 

Vocab taught in context with vocab charts, visuals, phrases, and cognates (when possible)

use synonyms/antonyms as applicable

root words and affixes

word clusters

repetition of words one hour, day, week, month later.

I agree with this method, and would challenge you to have the role playing be done to learn non-English vocabulary.

These are all great ways to teach vocabulary. Some of them I had forgotten about!
