It seems to me that while Jin Wu SEEMS to focus as instructions are given, he is unable to read/write English.  It also seems that nobody has taken the time to actually check to see if he comprehends what he hears.  To help prepare for the next on-demand writing event I would spend time modeling writing.  I would definitely scaffold this process by starting off with only modeling how to read and understand the prompt.  Then, I would move on to planning for the writing, etc.  This student needs lots and lots of modeling, scaffolding, and exposure to on-demand writing if the expectation is for him to complete this task.  Finally, I would make sure that this student had reasonable accommodations such as extra time, a dictionary for translation, etc.
