It seems that no one was carefully observing Jin on whether he was actually understanding and able to work with the content. Observational notes would have given a red flag before the exam. The content should have been broken into very small chunks, with plenty of practice building related vocabulary and working with the content in various ways and some supports in his first language. Because he is a new student, I think Jin could have been permitted to write his essay in his own language, and the prompt given in his first language.
