The stage of writing that this student seems to be displaying is the Beginning Level. A strategy that I would use to help move him to the Intermediate Level would be to use a scaffolding approach and have the student to choose a topic out of about 3 for him to free write about that one topic and assist the student with sequencing their ideas and build on the expectations from where the student is.
