By allowing ELL students more opportunity to enroll in mainstream classes, this has produced a greater diversity within the classroom.  Though some of the coursework may need to slow down the pace in order to adjust to the needs of these students, the input and new ideas they can add may help the native English speakers in other ways.  Teachers with the correct tools may be able to progress through the classwork with ease and help all students and the benefits to everyone will be even more apparent than any NCLB statute.
