The checklist I would make when observing a colleague would include 

Active Participation- Are the students actively engaged in the lesson, does the teacher include a variety of modifications such as visual and audio. Are the strategies being used motivating the students to be engaged in the lesson and is there a chance for hands on learning during the lesson.

Secondly, I would like to see some language acquisition support for example is teacher having scaffolded lessons with clear language input for students to understand the objective of the lesson. 

Are there any brain-compatible strategies for example an activity that includes memory retention. Is there an activity that includes movement throughout the room to look at visuals for vocabulary words around the room. 

Does the lesson have differentiation, how is the classroom environment are there clear expectations for the students to follow. Is there any use of technology and is there a chance for positive feedback in the lesson. While the students engage with them is there evidence of a positive classroom relationships among the students.
