I think in this scenario I would want to build the student socially first so they can better master the vocabulary. A lot of learners learn by hearing or doing and if they are more comfortable in a setting it may be more beneficial for learning. If the student is more comfortable then they may not be afraid to make a mistake or be more active in discussions. Holiday (1985) notes this and says that "language functions" correlate activities to communicative functions. Learn by doing and the rest will follow.
