Based on those traits I would say this student appears to be between the beginner and intermediate stage of writing. I would focus on some mini games to help the students learn and help them break down the vocabulary to better understand it. We would also go over a sequence of events and break it down in a cause and effect type of way, for instance, if this happens, then this will happen. I would also focus on the independent writing and conferring and give the students time to think independently while talking about what was written incorrectly and allow a time to revise it.
