This ELL can read almost on grade-level, so I think the issue here is a lack of connection with the material. There could be a lot of reasons for this perhaps culturally. when learning about a new culture it can be difficult to understand what is happening if you can't really picture it in your head. This might be a great opportunity for groups where you can have a narrator and a student act out what is happening during the story. This might allow the ELL to see similarities between what the story is about and stories they've heard before or something similar.
