This students is showing us that although he can read well, his comprehension and understanding of the material is not as strong. I would implement the following interventions to help this student succeed:

For example, when being exposed to new text I would first activate prior knowledge. I would ask to point to images or words in the book/text and see if they can make a connection to their own life. I would scaffold so we first establish what it is we will be learning about. We can do a picture walk together to start brain storming the main idea of the story and make prediction's. While reading I will sketch out what happens so he can follow along. This helps to connect words to meaning. After, I will encourage the student to retell using our sketch and the 5 finger model for story elements. We can then revise the gaps in knowledge. 

I believe doing this process repeatedly would improve comprehension by end of year.
