It seems the student is struggling with comprehension of the text. Although they have adapted phonological awareness with the English language, they are not comprehending what they are reading. I would pull this student in a very small group (max 3 :1) for environmental and peer encouragement, as well as 1:1 to converse with the student and have a better understanding of their uncertainty/lack of understanding of the text.
