Honestly the way I see this is that both are important. The social aspect is important for our ELL scholars so that they learn to develop and foster good relation/friendships as well as the vocabulary.
I have a student who's an ELL, the girls in the class love on her so much so that she sits with them in class and in lunch as they talk and have conversations with her and not just around her, but shes also teaching them certain words in Spanish, which they love. Their interactions are pure and not filtered as they truly desire friendship. Some research studies show that when ELL scholars form genuine friendships with students of the language they are learning it engages and pushes them to begin to learn the new language.
Vocabulary is a vital part of the students learning and understanding the language.
