1) Allowing a longer period of engagement with "first language" content instruction alongside bilingual immersion classes is essential. This recognizes the importance of maintaining and developing proficiency in students' native languages while they acquire English proficiency. Schools need to ensure that ELLs have access to a diverse range of classes beyond bilingual immersion to support their overall academic development.

 

2) Properly preparing teachers to effectively teach ELLs within mainstream classes is crucial.
