From the traits listed, the student identified is at the beginning level of writing.  As the article states, we should approach their writing with a scaffolded approach and slowly increase the expectations as they build from what they are mastering.  One strategy mentioned for use is peer coaching, which begins with one student identifying the targets with which he needs help.  A second student provides focused feedback based on the goals and issues of the first student.  The first student then has the ability to take what he needs from that feedback and make adjustments he feels are appropriate.
