Since the student seems distant and removed, he needs to be presented with more opportunities in which he becomes engaged.  One of the metacognitive strategies mentioned included pairing the student with a mentor, where an English speaking peer becomes a role model for demonstrating the use of strategy.  Another strategy was team problem solving, where students are placed in cooperative learning teams to try and solve problems together.  This leads to a good discussion on approaches and helping each other learn how to work through a problem.
