After reading the struggles that this learner has, I would first focus on working one-on-one with the student. This would help me better understand where the gaps in this students learning are and better help me identify the problem this student is having with comprehension and response. I would also work towards recognizing this students achievements. Being a new language learner, he may be nervous or unconfident that his ideas are correct. By recognizing his achievements, it may give him the confidence he needs to succeed.
