I have dealt with that countless times since moving to Florida. 

I always tried to set time aside for small groups.
i would also set a period of time aside during those independent groups to meet 1 on 1 with the new student to learn more about them, and how i could help them. 

Another idea would be a cultural expo, where each student shares something from their culture. But not everyone is comfortable talking in front of class, especially when English isn't your first language. The best thing I can do is show them that I will be a safe haven for them so that they are comfortable around me, then the learning will take care of itself.
