The intervention approach I would attempt first would be to watch him read while he is immersed in groups. Sometimes this can take the pressure off reading in front of the teacher directly or the whole class. I would also model reading strategies with the opportunity for students to feel comfortable repeating as I explicitly cover the vocabulary needed to understand the content.
