Even though Jin seemed to understand the language he he obviously struggles with comprehension of certain terminology.  He definitely needs more scaffolded activities to improve his writing and comprehension skills.  I would pair him with a stronger academic reader to assist him with understanding/comprehending vocabulary, ease him into writing skills with two or three writing sentences and demonstrate to him how to write, then scaffold writing activities. I think giving him controlled writing patterns  though the use of paragraph prompts, and graphic organizers would be of great assistance in developing his writing skills too.

I would also give him extra time to implement the new skills learned, and give him an open book test to help him during times of testing to assist him in the development of his writing skills.
