For me, criterion IV is the most important because without understanding where your students are in their learning, you won't be able to help them move forward and grow. While I obviously think all four are important, knowing where your students stand and seeing where they may need extra help is so important so that they continue to build strong bases to support future concepts during their learning. If a student is struggling and it's missed, it could potentially lead to a snowball effect, putting them further behind with each step forward.
