I think this student needs more support with understanding the meaning behind the words, not just reading them. Even though he can read at almost grade level, he might not fully understand what he is reading. I would use pictures, examples, and connect the lessons to things he already knows to help him understand better.

I would also give him more chances to talk with other students and explain his ideas. I think this would help him become more comfortable using English and build his confidence. Sometimes students can know the words but still need more time to understand the message.
