In this scenario, I would shift from static year long groups to a flexible grouping model rotating students based on specific learning, goals, skill level, and instructional tasks. This would include a mix of heterogeneous groups and homogeneous groups. I would also incorporate structures like clock partners, randomized grouping, and teacher selected strategic pairs to increase academic challenge and social flexibility.  The pedagogical theory that that supports this approach is social constructivism, which focuses on the zone of proximal development (ZPD).
