The student mentioned in the example is a beginning level ELL student. 

This student can best be helped by scaffolded and consistent writing exercises, challenges and self-reflective writing. The scaffolding can be teacher or even student directed and should be consistent with the task assigned. Mistakes should be expected but with regular and consistent writing habits the student will improve.
