I would focus on building students’ social skills first to support vocabulary growth. Communication is essential because students need to express their wants and needs before they can truly understand and use new vocabulary. Without that context, learning words doesn’t have much meaning. When students feel safe, accepted, and confident communicating, they are more engaged and better able to learn and apply new vocabulary.
