I would say this student is in the beginning writing stage. They can share their own ideas, but their writing isn’t always clear yet and they still need support with grammar. To help them move toward the intermediate level, I would have the student use a SWBST graphic organizer (Somebody, Wanted, But, So, Then) to plan their ideas in order before they write. After they fill it in, I would give sentence stems to guide their writing and give them a strong foundation to build from. This would help the student write more organized sentences and stay focused on one clear story.
