The student depicted is at the beginning level. Partially because the characteristics match, but also the question asks us to "help move the student to the intermediate level." Not that I needed the hint, but anyway. I think the first thing that needs to be examined is the students writing routine. The module clearly wants us to emphasize this importance to students and, as a composition major, I agree full heartedly. I would use a check-in to evaluate the students work further, and then determine from there if a specific routine needs to be modeled (I used to have a meme in my Canvas of Pippin from the Lord of the Rings asking about "second draft" instead of second breakfast). Almost everyone and their mother wants to "one and done" their writing, so I have no doubt an ELL student will likewise feel that way towards producing writing. Of course, there can be so much more that would need to be addressed, but I think that would be the best first step to leveling up the student.
