This student is likely a field-dependent learner who likely was raised by parents who respect authority figures such as teachers and the idea of education in general. (I work with a lot pf ELLs from a Spanish cultural background and they work well in groups and are respectful and willing even eager to follow directions for completing tasks.) I would ask this student to become a small group team leader and help the students in his/her small group to complete group activities and to encourage all of the members of his/her group participate in discussions. In my experience working with ELL students, the team leaders of classroom small groups also take the lead in when each small group presents to the rest of the class.
