Since the students have been in formal groups all year but growth is insufficient, I would switch them to informal ones. The pedagogical theory of informal small groups in the classroom emphasizes collaborative learning, which the students are used to, but this puts them in a less structured environment to enhance understanding through discussion and new peer interaction. The hope will be that this fosters active engagement, critical thinking, and social skills.
