Ideally I would build upon both, however if there was only way to build upon one at a time I would initially work with social language to the point where the student can adequately participate in the class and school culture once that was established I would shift focus to academic language so that his social language would naturally build and be perfected during group work revolving academics and they would need the vocab to keep up in class.
