Based on the provided info and not having a true relationship to understand more than surface level to see if something else is needed or going on with the student I would first focus on oral discussions and skills, as he has been sighted to have grade level proficiency at reading and decoding. I would take a leap and say that it is confidence or interest related so first step would be to pick up a reading on something that is comfortable to him or of high interest. Then I would work on guided/instructed retelling, and story maps with teacher generated questions. Based on his comfort with others I would either do this one to one or in small group setting to make him more comfortable. I would be the one recording answers where all can see, but still provinding him with a paper copy so that he could follow along and build confidence at filling out the questions. This conversational tone and thinking aloud would help to gage where his skill and comfort is orally. I would also work on vocabulary as decoding versus truly comprehending are two different things.
