Both building vocabulary and social integration are important aspects of language acquisition for ELL students. However, in this scenario, it would be beneficial to prioritize building the student's vocabulary to a point where they can integrate better socially.

When a student has a stronger vocabulary, they are better equipped to communicate and engage with their peers in social settings. This increased ability to express themselves leads to greater confidence and participation in group activities, which in turn fosters social integration and interaction.

By focusing on building vocabulary first, the ELL student can develop the language skills necessary to initiate conversations, ask questions, and contribute to discussions. This not only enhances their socialization but also accelerates their language acquisition process as they engage more actively with their peers.

Once the student has developed a sufficient vocabulary base, efforts can then be directed towards building social skills and fostering relationships with peers. However, without a strong vocabulary foundation, social integration may be challenging for the student, hindering their overall language development and socialization.

Therefore, prioritizing vocabulary development lays the groundwork for successful social integration and ultimately leads to better mastery over new vocabulary as the student becomes more engaged and interactive in social contexts.
