One intervention approach that could help this student is the Sheltered Instruction Observation Protocol (SIOP) model. SIOP is designed to support English Language Learners' academic language development by providing explicit language instruction within content-area lessons.

To implement the SIOP model for this student, I would first assess his specific language needs and areas of difficulty. Then, I would design and deliver lessons that incorporate explicit language instruction, including vocabulary development, language structures, and academic language functions relevant to the content being taught. This could involve pre-teaching key vocabulary, providing visual supports, and incorporating language scaffolds such as sentence frames and graphic organizers to support comprehension and expression.

Additionally, I would ensure that the student has ample opportunities for interaction and practice with the language in meaningful contexts. This could include small group discussions, collaborative projects, and hands-on activities that engage the student actively in using and processing language.

Another intervention approach that could benefit this student is the use of cognitive strategies instruction. This approach focuses on teaching students specific cognitive strategies to improve their reading comprehension and critical thinking skills. For example, teaching the student how to use comprehension monitoring strategies such as asking questions while reading or summarizing key ideas can help improve his understanding of texts.

To implement cognitive strategies instruction, I would model and explicitly teach the student various reading strategies, such as predicting, clarifying, questioning, and summarizing, and provide opportunities for guided practice and feedback. I would also encourage the student to apply these strategies independently when reading texts, providing support and guidance as needed.

I feel these approaches are best matched to this learner's needs because they address both his language development and his difficulties with comprehension and engagement in reading. The SIOP model provides structured support for language acquisition within content-area lessons, while cognitive strategies instruction equips the student with tools to improve his reading comprehension skills independently. By combining these approaches, we can support the student in building both language proficiency and academic literacy skills.
