This student is currently in the beginning stages of writing and should be worked with to help move them towards intermediate. A few ways to accomplish this could be, scaffolding lesson to help fill in any missing knowledge, establishing classroom writing routines, teaching the writing process (including planning, revising and peer review) and making the writing the students do be meaningful.
