One intervention that could be beneficial with a student who is fluent but struggling with understanding and responding to basic ideas is to utilize a story map.  This way, the student has a visual breakdown of what they are reading in order to reference when asked questions.  This could be used in combination with small group work, since peer collaboration tends to be a very powerful tool in learning.  Another intervention that could be used for this student would be to model your thinking during a read through of an excerpt from the text.  Once again, this intervention could also be combined with the use of a story map. I feel that these interventions are best for the needs of this particular student because they aren't struggling with the fluency of reading, but with understanding.  Using a story map/modeling thinking/group collaboration all help the student step back and really start to dive into the text, allowing for growth in their literacy comprehension.
